Why do people tag someone in their personal photo on Facebook?

It is said that people tag someone on facebook if they are in the photograph to tell others who the persons in the photo are. But quite often it is seen lots of time that people tag people even when they are not in the photographs. Why do people do this? Why do they tag a friend even when that friend is not in the photograph? Do you think Its right? Comment Below..
